NATUZA NERY
SPECIAL ENVOY TO SÃO PAULO

MARINA DIAS
FROM SÃO PAULO

Main agribusiness and economic sectors interlocutor of the presidential candidate, Marina Silva, the biologist João Paulo Capobianco does not fit the "green" profile so commonly seen at her team.

He does not speak difficult and he does not make up words such as "creative maladaptation".

Just as like his "boss", he trust in governability, if Marina is elected, even without a bench broad support in Congress, and suggests ways to gain support without the so-called "tit-for-tat" strategy.

At this point, however, Capobianco seems a bit dreamy in the eyes of most serving on the Legislative.

FOLHA - People say Marina is sectarian. Is someone like her able to lead as President?
Capobianco - Marina is the least partisan person I know. She creates an empathy with you on the proposal, after that, she deals with worldly problems, you know? Everyone talks to Marina.

And where does this idea come from?
She has very strong positions. But she does not try to impose her ideas.

The economist, Eduardo Giannetti, an ally, said he prefers grow in 3%, with sustainability, instead of 7%. Is that it?
Marina would not do such an exchange. Brazil has a huge challenge in terms of social inclusion that cannot forego growth. The issue is to separate growth from "crescimentismo" which is having growth at any cost, the current government's view. In "crescimentismo" it does no matter if I create a million conflicts because I put in my head that making Belo Monte is the best for the country.

Are you against Belo Monte?
No. Another myth is the idea that Marina is against power plants. The question is how can a project be sustainable economically, socially and environmentally.

But growing with sustainability is expensive.
How costly? I think it's the opposite. What is costly is not doing anything.

How would governability be under Marina's administration with a base of about 40 deputies?
There is now the hyper-valorization of party leaders and the government's dialog is made only with them. They do not control the bases, but sell an expensive leadership. It's pathetic. We need to regain dialog with Congress. Ministries need to be open to deputies.

Is not this a colored pink world?
We approved the Law of Public Forest Management, considered impossible in 11 months. Why Marina managed to pass a bill that had no support base in the government? Because we have been discussing. Now we will have more strength, with the presidency. Congress cannot be treated by the government as something to be bought at the beginning of the term and placed in a safe.

Walter Feldman, the campaign's general coordinator, spoke about "parties realignment "and said PSDB "would not survive" a possible Marina government. What is that?
What he said is that parties are set-up with the reality that is out there. PMDB never runs for Presidency, never presents a program and is always in government. PSDB survives as PT opposition. If not, PSDB hardly survives. If you have change in the government-Congress relationship is natural that these elements would change. PSDB will have to find its place. PT will be the angry opposition; that is obvious. Now, the other parties will be faced with a new scenario.

And what would be PMDB's role?
It will have enormous importance in Congress. I see it this way: PSDB, PSD and PV: parties with whom we might dispute some proposals. I do not think they tend to go to the angry opposition, where PT will be, because Marina does not want re-election. 2018 possibility will be open.

Is not Congress contaminated already with what Marina calls "old politics"?
People want changes, not Marina. There is no real chance, virtually zero, that Congress will not be permeated by this culture.

You quote PT as an "angry opposition." Do you see Marina calling Lula to talk?
She mentions Lula, FHC, Cristovam Buarque, because they are acquaintances. Lula represents all in PT and they have a vision of the future that coincides with the masses.

Would there be a mood, since PT's campaign preaches Marina will end up with the "Bolsa Familia"?
The most absurd thing is that PT accuses Marina of things they know she will not do. It is an irresponsible way to simplify the discussion, because it is a lie. It is not even PT; it is the marketing team. It would not be surprising to see João Santana preparing a film saying Marina eats little children. It's what's missing at this point.

Is not that working out? The difference between Marina and Dilma in the second round has decreased.
What matter is to keep a level that allows us to get to the second round.

Marina's government will be left, center or right?
The PSB is the Brazilian Socialist Party. Is it left? What? Right? I think this question is not yet answered.

Pastor Silas Malafaia will influence Marina's government?
Malafaia? You are kidding. It does not even get close. The government will be 110% secular, as it was with her administration [at the Ministry of the Environment].
