After more than nine hours in session, the base text of the Social Security Reform legislation was approved by a special commission of the lower house of Congress in Brasília.
The legal opinion of the Rapporteur, Arthur Oliveira Maia (PPS Party - BA), which altered key points in the original text prepared by the government, was approved by a vote of 23 in favor and 14 against. The report proposes an age of 62 years for women and 65 for men as the minimum for retirement.
The current contribution time of 25 years was maintained. This rule is valid for urban laborers linked to INSS (Social Security System) and public servants. One of the most critical points in the project presented by Michel Temer's government, the transition rule, was also altered.
Since it requires a Constitutional Amendment, the reform legislation still needs to be approved by 60% of congressman of the full house (308 votes).
The Planalto Presidential team is working to obtain a quorum. The expectation is that it will have 320 votes assured by the end of the month for a vote expected in the first week of June.
