Russian Company Considers Purchasing Brazil's Viracopos Airport

Russian investment fund VTB Capital is considering the purchase of the Viracopos airport in the city of Campinas, in São Paulo state, whose concession holder announced in July that it would be returning the airport to governmental control.
The discussions have been taking place between the Russians and the federal government and a confidentiality agreement has already been signed.
VTB Capital is part of the state-owned VTB Group and is a shareholder in the NCG consortium, which operates the Saint Petersburg airport together with German company Fraport and Greek company Horizon Air Investments.
The precise terms of the deal haven't been finalized, in part because there are still pendencies related to the return of the Campinas airport to the government.
Although this has already been communicated by the part of the consortium that administers Viracopos, which wants to return it, the necessary regulation hasn't been issued yet.
Additionally, some obligations that are independent of the regulation haven't yet been fulfilled according to the return request made by the concessionaire, according to public statements made by Tarcísio de Freitas, the Secretary of PPI (Partnership in Investments Program).
The determination regarding payment of any remaining compensation by the Government, or the contrary, as to reimbursement to the Union by the concessionaire for any balance due is still being calculated.
