An investigation by São Paulo's Civil Police has revealed that two bosses of the criminal organization known as the PCC (Primeiro Comando da Capital, in English, First Command of the Capital) control the São Paulo drug trade from abroad.
One is based in Paraguay, the other, in the United States.
The Brazilian police have appealed to Interpol for help in locating and catching the two men.
Fabiano Alves de Souza, also known as Paca, is considered one of the organization's most senior figures. According to the police, he is currently in Paraguay.
Now at liberty after 12 years in jail, Paca is one of just three members of the PCC with power equal to that of Willians Herbas Camacho (AKA Marcola), considered to be the head of the organization.
The other suspect is Wilson José Lima de Oliveira, also known as Neno, who is currently in the United States.
He is suspected of being in charge of collecting the cebola ('onion'), a monthly payment of US$ 270 that every member of the PCC is obliged to pay.
Operation Bate Bola, the police operation underway since Tuesday, has so far arrested 40 people, including two adolescents.
