Suspicious Military Police and Municipal Guard Action Results in Death of University Student in São Paulo

In an action full of gaps, the Military Police and the Municipal Civil Guard of São Caetano do Sul (Greater São Paulo) chased and killed a university student, shot in the head, in Vila Prudente, east side of São Paulo.
At least two other boys and a teenager were killed in alleged confrontations with the Military Police and Municipal Civil Guards in São Paulo this month.
Logistics technology student Julio Cesar Alves Espinoza, 24, was driving the family car back home in the early hours of Monday (27).
According to Police reports, the car chase began after Espinoza disobeyed an order to stop, around 3 am. Family members say he may have been afraid of having the car impounded, as the vehicle was used by all the family members - and had R$ 459 (US$ 139) in unpaid fines.
Espinoza was taken to hospital, where he died on Tuesday (28).
The student's car was found with at least 16 bullet holes. But at least 15 witnesses interviewed by Folha at the place of the shooting say they have heard more than 40 shots.
Rejected by friends and family of the student, the Military Police account also says that a .38-caliber revolver was found in his lap, with three fired bullets and three rounds left.
The State Police Ombudsman, Julio Cesar Fernandes Neves, said that the amount of bullet holes in the car is remarkable.
The administration of governor Geraldo Alckmin (PSDB) said that the case is being investigated and that the officers involved were dismissed. The City of São Caetano opened an investigation into the conduct of the civil guards.
