Brazilian Government Will Create Private Fund to Offer Incentives to Research in the Country

In December Brazil's federal government will create a new private fund to support high level research and improve the quality of universities in the country. The resources invested could reach R$ 2 billion per year (US$ 610 million).
These will come from sectors such as energy and telecommunications, whose companies are required to invest some 1% of their net revenues in the area. In practice, however, it does not occur.
According to the current model, these companies are required to build projects and find universities or institutes to develop them.
However, many of these resources are not invested and become fines of the regulatory agencies or are transferred to the national treasury. It is expected that the new model will begin operating in 2018 and distribute the resources as of 2019.
Although Capes, Brazil's advancement agency connected to the Ministry of Education, is responsible for structuring the fund, it will be administrated privately and work independently. Organizations likely to participate include the Brazilian Academy of Sciences, the Brazilian Society for the Advancement of Science and the National Confederation of Industry, as well as agencies such as Capes itself and the CNPq (National Council for Scientific and Technological Development).
The country's capacity for innovation has been declining in comparison to other nations. In the Global Innovation Ranking, Brazil fell from the 47th position in 2011 to 69th in 2017.
An Elsevier study showed that 63% of Brazilian researchers have never travelled abroad to work in research. The impact (number of quotations) of these scientists' papers is 24% below the world average.
