Government Declares Studies that Support Social Security Reform Confidential

Citizens will not have access to the economic and social data that supports a change in the constitution

Brasília

The Minister of the Economy decreed that studies and technical data supporting a constitutional change to Social Security remain confidential as the matter progresses through the government. Thus, ordinary citizens who will be affected directly by changes in pensions and retirement funds, will not have access to arguments, statistics, and economic and social data that support the significant change.

The decision to deny the publication of documents is partly in response to a Law of Access to Information request from Folha to consult the documents.

In response, the Special Secretary of Social Security and Work reported "within the framework of its powers of procedure", technical statements about the current proposal.

"However, all cases were classified as restricted access because they are preparatory documents," he explained.

This means that only authorized public servants and authorities can access the information.
This has angered many congressmen.

The decree that regulates the Access to Information Law refers to preparatory documents as formal documents that are fundamental to "decision making or administrative act, such as opinions and technical notes."

The Secretary says that the restrictive measure follows the understanding of the PGFN (Attorney General of the National Treasury) regarding the matter.
