Temer's Administration Bars Publication of Scientific Article

The National Institute for Educational Studies and Research (Inep), connected to the Ministry of Education, barred the publication of a scientific article which, even after being technically assessed by the editorial board, was disapproved by the institute's management. The decision led to a crisis with researchers, who claim "censorship" of academic and scientific work.
The article had been published on Inep's website in Friday (18), but was removed on Saturday (19). The text integrates a series of publications with its own scientific criteria and editorial board. It is 56 pages long, and it addresses a proposal for the new National Basic Education Evaluation System (Sinaeb), whose creation is provided for in the National Education Plan (PNE).
The text "National Basic Education Evaluation System (Sinaeb): Proposal to comply with the provisions under the National Education Plan" is signed by three employees of Inep: Alexandre André dos Santos, João Luiz Horta Neto and Rogério Diniz Junqueira.
Pursuant to the procedure, which follows requirements for scientific publications, the text was analyzed by a consultant, and then by the editorial board, according to a message from the journal's editor, Elenita Rodrigues, from Inep.
Inep's president, Maria Inês Fini, who had already stated to be against Sinaeb's provisions, was responsible for the decision to remove the scientific article from the website. Inep claims it will review the process to verify if the publication followed all "formal procedures". The Ministry did not clarify if there are indications that any procedure has not been complied with. According to the body, the explanation for a review is that the text may not be unprecedented.
